Job Description
The project supports the implementation of Rashtriya Kishor Swasthya Karyakram (RKSK) across all 12 districts of Himachal Pradesh, with support from the National Health Mission, Himachal Pradesh. The programme focuses on strengthening adolescent health interventions through coordination with district and block health teams, frontline workers, and other stakeholders.
The District Coordinator will be responsible for providing technical, coordination, monitoring, and implementation support for RKSK interventions across assigned districts. The role will involve close coordination with NHM, district and block health teams, Medical Officers, ANMs, ASHAs, counsellors, Peer Educators, Adolescent-Friendly Health Clinics/Nayi Disha Kendras, and other stakeholders.
Key Responsibilities
Programme Implementation
- Ensure effective implementation of all relevant components of the Rashtriya Kishor Swasthya Karyakram (RKSK) across assigned districts.
- Support district and block health teams in planning, implementation, and monitoring of RKSK activities.
- Facilitate integration and convergence of adolescent health interventions across relevant health and community platforms.
- Support implementation of interventions related to Nayi Disha Kendras/Adolescent-Friendly Health Clinics, Peer Educator Programme, Adolescent Health and Wellness Days, Weekly Iron and Folic Acid Supplementation (WIFS), Menstrual Hygiene Scheme (MHS), and other RKSK interventions as applicable.
- Identify implementation bottlenecks and facilitate timely corrective action in coordination with district and state teams.
2. Coordination with Government Stakeholders
- Liaise and coordinate with State, District, and Block NHM officials for effective implementation of RKSK activities.
- Establish and maintain effective working relationships with district-level programme managers, Medical Officers, ANMs, ASHAs, counsellors, Peer Educators, and other stakeholders.
- Participate in district and block-level review meetings and provide programme updates, field observations, and recommendations.
- Support district officials in translating programme guidelines and directives into effective field-level implementation.
3. Nayi Disha Kendra / AFHC Strengthening
- Support the operationalization and strengthening of Nayi Disha Kendras/Adolescent-Friendly Health Clinics in assigned districts.
- Monitor the availability of essential services, human resources, IEC materials, and other required inputs.
- Provide hand-holding support to doctors, ANMs, counsellors, and other facility staff for the delivery of adolescent-friendly services.
- Review monthly online reporting through the designated AFHC/Nayi Disha Kendra reporting platform and identify gaps in reporting and service delivery.
- Support facilities in improving the quality, completeness, and timeliness of reporting.
4. Peer Educator Programme
- Support the selection and orientation of Peer Educators in coordination with district and block health officials in selected Peer Educator programme blocks.
- Support training, mentoring, and regular engagement of Peer Educators.
- Monitor Peer Educator activities and facilitate documentation of community-level adolescent health activities.
5. Capacity Building and Hand-Holding Support
- Provide regular technical and hand-holding support to frontline health workers and programme functionaries.
- Identify capacity-building needs of ASHAs, ANMs, counsellors, Peer Educators, and other programme staff.
- Support the organization of orientations, trainings, review meetings, and sensitization sessions.
- Ensure dissemination and application of relevant RKSK guidelines, tools, and standard operating procedures.
6. Monitoring, Data Analysis and Reporting
- Regularly analyse online and offline programme data related to:
- Nayi Disha Kendras/AFHCs
- Adolescent Health and Wellness Days
- Weekly Iron and Folic Acid Supplementation
- Menstrual Hygiene Scheme
- Peer Educator Programme
- Other RKSK interventions as applicable
7. Review Meetings and Programme Planning
- Attend and actively participate in district monthly review meetings and other relevant programme review forums.
- Present field-level findings, programme progress, key challenges, and recommended actions.
- Support district teams in developing action plans for activities.
8. Any Other Programme Responsibilities
- Undertake any other responsibilities related to RKSK/adolescent health as assigned by the State Project Team.
- Support MAMTA-HIMC in coordination with NHM and other stakeholders for the successful implementation and scale-up of adolescent health interventions.
Educational Qualifications
- Master’s degree in Social Work (MSW), Master of Public Health (MPH), MBA in Health Management or equivalent qualification from a recognized institution.
- Minimum 3 years of relevant experience in public health programme implementation, preferably with experience in adolescent health, NHM/RKSK or government health programmes.
- Candidates with experience of working directly with State/District NHM, health departments or public health systems will be preferred.
Essential Skills and Competencies
The candidate should have:
- Good understanding of the Indian public health system and NHM programme structure.
- Knowledge of RKSK and adolescent health interventions will be an advantage.
- Demonstrated experience in programme coordination, monitoring, and field implementation.
- Strong interpersonal, coordination, and stakeholder-management skills.
- Ability to work effectively with government officials and frontline health workers.
- Good analytical and problem-solving skills.
- Ability to interpret programme data and identify implementation gaps.
- Strong communication and presentation skills.
- Proficiency in MS Excel, MS Word, and PowerPoint.
- Ability to prepare programme reports, presentations, and documentation.
- Willingness and ability to undertake frequent field travel across assigned districts
Key Deliverables
The District Coordinator will be expected to contribute to:
- Effective implementation of RKSK interventions across assigned districts.
- Improved operationalization and functioning of Nayi Disha Kendras/AFHCs.
- Effective implementation and monitoring of the Peer Educator Programme.
- Improved availability and distribution of IFA tablets and sanitary napkins.
- Regular supportive supervision and field-level hand-holding of programme functionaries.
- Timely identification and resolution of implementation gaps.
- Strengthened coordination between MAMTA-HIMC and NHM at state, district, and block levels.
- Regular reporting of RKSK interventions.
- Timely submission of accurate programme reports and documentation.
